Norman La Force's demand to Berkeley when the parks maintenance department had dropped the ball on routine mowing of the off-leash area at Cesar Chavez Park.

Berkeley then spent about $15,000 on a study of the common plants and animals in the long-standing off-leash area on an old landfill. Meanwhile, visitors were unable to enjoy their park for several more weeks. Then the city mowed.
